The all too common and despicable behaviour of passing the buck is probably the one thing that aggravates most cases where people, mostly the SS, screw up.  The "no blame" culture that exists in these departments means that it is very rare that people are actually brought to task over their failings.  Indeed, due to the fear of being sued, a lot of councils will simply re-employ people who screw up in other departments.

Take Trevor Potts, the SS who allowed a baby to die and then appealed for his job back when he was sacked.  Or Chief Exec of Haringey Council, Mr Gurbux Singh, who says it is not his fault that a little girl in his councils care was killed, even though they knew that she was in dire danger.

This award will appear next to the name of those who try to pass the buck, or refuse to take responsibility for their actions.
